Amends Hawaii Revised Statutes Section 803-6 to allow police officers to issue citations in lieu of arrest for nonviolent class C felonies, in addition to existing authority for misdemeanors, petty misdemeanors, and violations.

Requires officers to find reasonable satisfaction that the person will appear in court, has no outstanding arrest warrants, and the offense will not result in further police contact on or about the date in question.

Prohibits citation issuance for offenses including operating a vehicle while under the influence, solicitation of a minor for prostitution, aggravated harassment by stalking, theft in the second degree, domestic violence, sexual assault, robbery, and any offense enumerated in chapter 707.

Effective date of July 1, 2050.
