Requires express carrier companies, common carriers, contract carriers, and other persons transporting liquor from outside Hawaii for in-state delivery to file monthly reports with county liquor commissions or control adjudication boards, except for deliveries to Class 1 manufacturers or Class 3 wholesale dealers.

Monthly reports must include the carrier's name, shipment period, consignor name and address, consignee name and address, package weight, unique tracking number, and delivery date.

Reports are subject to Hawaii's public records law (Chapter 92F) and may be shared by county liquor boards with other state departments or agencies.

Upon written request, carriers must provide supporting information and records within 30 days, with all records preserved for four years.

County liquor commissions and control adjudication boards may adopt rules to implement this reporting requirement, effective July 1, 2030.
