Authorizes the Director of Finance to issue general obligation bonds for the County of Maui for fiscal year 2019-2020, with the specific dollar amount left blank in the bill text.

Funds planning and development of the Wailuku-Kahului Transit Corridor Master Plan, including implementation strategy for public facility and multi-modal transportation improvements connecting the two town centers.

Supports mixed-use development, affordable housing, and civic improvements to revitalize Wailuku civic center and Kahului commercial/retail center while improving access to jobs and services.

Appropriations shall not lapse at the end of the fiscal biennium, except that any unencumbered funds remaining as of June 30, 2022 shall lapse on that date.

Act takes effect on July 1, 2049.
