Amends Hawaii's prevailing wage law (Section 104-2, HRS) to recognize the foreperson classification as a separate wage classification for public works projects.

Foreperson classification is only recognized when an organization with a collective bargaining agreement submits its individual agreement and makes a specific request to have the foreperson classification recognized as a separate wage classification within its respective trade.

When the foreperson classification is recognized, the requirements stated in the collective bargaining agreement must be followed for establishing the basic hourly rate.

Defines "foreperson" as a skilled person employed to supervise personnel who work in the areas of construction.

Takes effect on January 1, 2051.
