• Adds intervention power as a new duty of the OHA board of trustees under Hawaii Revised Statutes section 10-5.

• Amends section 669-1 of Hawaii Revised Statutes to establish the intervention right in subsection (f), defining kuleana land per section 669-2(e).

• Legislature finds that defendants in quiet title actions for kuleana land may face undue hardships and intends this Act to create a more equitable dispute resolution process.
