Department of Health must collaborate with the U.S. Army Corps of Engineers, Department of Land and Natural Resources, City and County of Honolulu, University of Hawaii, and an aha moku advisory committee representative to research and develop a plan for increased water circulation in Pokai Bay on Oahu's leeward coast.

Department of Health and collaborators shall conduct a study of Pokai Bay and surrounding activities to investigate land-based sources of marine contaminants or pollutants flowing from land to ocean.

Department of Health must submit a report detailing collaborative activities, significant findings, cost estimates, and any proposed legislation to the legislature no later than twenty days prior to the 2020 regular session.

Water circulation mechanisms are intended to mitigate environmental and health risks caused by pollution and contaminants in Pokai Bay, which is heavily used for swimming, paddling, surfing, snorkeling, and diving.

Act takes effect on December 31, 2050.
