Appropriates funds from general revenues to the Filipino Chamber of Commerce of Hawaii to plan and hold a 2020 Hawaii-Philippines sister city trade show and economic outlook symposium for fiscal year 2019-2020.

Requires the department of business, economic development, and tourism to obtain matching funds from private sources before any state funds are made available.

Aims to expand economic partnership between Hawaii and Philippines sister states and cities by facilitating business meetings, trade opportunities, and cultural exchange between local businesses and Filipino officials.

Intends to strengthen the relationship between the State and the League of Provinces of the Philippines under their Memorandum of Understanding dated July 2, 2017.

Takes effect on January 1, 2051.
