Establishes the Hawaii three to six out-of-school program within the Department of Education's community engagement branch for grades K-12, to operate during after-school hours, weekends, and inter-sessions at public schools and charter schools.

Creates the Hawaii three to six out-of-school program special fund administered by the Department of Education, with revenues from legislative appropriations and funds obtained from federal grants, private entities, nonprofits, and participant fees.

Authorizes the Department of Education to contract with private providers to furnish out-of-school programs and to seek matching funding from the private sector.

Appropriates unspecified sums from general revenues for fiscal years 2019-2020 and 2020-2021 to the special fund, with 10 percent of funding designated for state administrative duties, technical assistance, program evaluations, and data collection; career and technical education programs receive highest priority for fund allocation.

Takes effect July 1, 2050.
