Appropriates funds from general revenues for fiscal years 2019-2020 and 2020-2021 to enhance the DLNRTip app, a smartphone application that allows community members to anonymously report violations on public lands to the Department of Land and Natural Resources.

Allocates funding for one full-time equivalent DLNRTip app administrator position to manage the application and process reports.

Provides funding for software upgrades and app enhancements including geotagging, two-way messaging, data analysis capabilities, and emergency alerts to improve enforcement efficiency.

Aims to address the DLNRTip app's current lack of backend database management and analytics processing to enable the Division of Conservation and Resources Enforcement to better track violations and allocate resources to high-risk areas.

Takes effect July 1, 2049.
