HI SB1543

Prohibits state agencies from using state funds to purchase beverages in plastic bottles or rigid plastic containers.

Establishes five exceptions allowing plastic bottle/container purchases for: public health emergencies, cross-contamination risks, licensed blind vendor programs, wildland firefighter water purchases by the department of land and natural resources, and situations with no reasonable alternatives (large events, health/safety distribution).

Defines "plastic bottle" and "rigid plastic container" by reference to section 342H-41 and "state agency" as any department, division, agency, office, board, commission, bureau, or council of the State.

Defines "state funds" to include money from the state treasury, special or trust funds, and any appropriated money transferred to state agencies for purchasing goods or services.

Takes effect upon approval.
