Establishes a post-conviction relief task force to review and propose potential updates to Hawaii's laws and court rules regarding post-conviction relief.

Task force membership includes the chairs of the Senate and House judiciary committees (serving as co-chairs), the Hawaii Supreme Court chief justice, the attorney general, the state public defender, a prosecuting attorney selected by co-chairs, and the dean of the William S. Richardson School of Law at the University of Hawaii at Manoa.

Task force shall consider constitutional rights, existing laws, legal service accessibility, evidence destruction procedures, and post-conviction relief laws and rules of other states.

Task force must submit a report with findings, recommendations, and any proposed legislation no later than twenty days prior to the 2021 regular legislative session.

Task force dissolves on June 30, 2021, and the act takes effect on July 1, 2050.
