SB 2024 Summary

• Allow licensed medical cannabis dispensaries to remediate batches of cannabis or manufactured cannabis products that fail testing, provided the remediated batch meets all required laboratory standards before dispensing.

• Authorize licensed retail dispensaries to sell edible cannabis products, with the Department of Health to systematically add types beginning with chocolated medicinal pieces, require consultation with cannabis-infused edibles safety specialists, and establish maximum milligram content limits.

• Permit the Department of Health to authorize dispensaries to provide, disseminate, publish, and sponsor educational and scientific materials and events related to medical cannabis.

• Amend testing standards to include requests for batch remediation and clarify that qualifying patients and primary caregivers may obtain testing services directly from certified laboratories on their home island.

• Effective date: July 1, 2020.
