Adds new section 281-__ to establish escalating penalties for multiple liquor law violations by licensees in counties with populations of 500,000 or more within a 12-month period.

Second violation: minimum fine of $2,000 and maximum of $4,000.

Third violation: minimum fine of $4,000 and maximum of $8,000.

Fourth violation: one-month license suspension; fifth violation: license revocation.

Applies enhanced penalties to violations of sections 281-76 (tampering with samples), 281-77 (refusing samples), 281-79 (obstructing liquor commission operations), and 281-102 (other offenses) when committed by licensees within 12 months of an initial violation.
