• Requires that lands set aside by the governor or leased to the HHFDC be returned to the public trust administered by the Department of Land and Natural Resources or returned to the leasing department or agency whenever the HHFDC no longer needs the lands for housing, finance, and development purposes.

• Makes similar clarifications to Section 171-64.7 regarding lands under control of state departments and agencies, specifically addressing HHFDC property disposition requirements.
