Increases the maximum civil penalty for littering violations under Hawaii Revised Statutes Section 339-8 from $500 to $1,000 per offense.

Maintains the existing community service and litter pickup requirements: first offense requires 4 hours, subsequent offenses require 8 hours.

Increases the maximum criminal fine for criminal littering offenses under Hawaii Revised Statutes Section 708-829 from $1,000 to $5,000.

Retains the existing litter pickup and community service sentencing requirements for criminal littering convictions (4 hours for first offense, 8 hours for subsequent offenses).

Takes effect upon approval and does not affect rights, duties, or proceedings that began before the effective date.
