University of Hawaii shall collaborate with the Department of Education, Department of Business, Economic Development, and Tourism, and other public agencies and private entities to develop interactive web tools for degree-seeking individuals to make informed post-secondary education and career decisions.

Web tools must provide access to data on in-demand jobs by region, degree/certificate programs aligned with those jobs, projected earnings compared to educational investment costs, earnings potential analysis, and personal/professional satisfaction information.

Tools must include a lifestyle goal calculator showing years needed for an occupation's salary to meet individual lifestyle goals and a breakeven calculator showing years for earnings to exceed the total net price of a degree program.

University of Hawaii may consult with other jurisdictions and web tool developers when developing and implementing the interactive tools.

University of Hawaii must submit annual reports to the legislature no later than twenty days before each regular session regarding collaboration on the tool's development and implementation, including any proposed legislation.
