Establishes a new exception allowing students to attend career and technical education programs outside their residential school service area.

Requires schools offering career and technical education programs to enroll all timely applicants who reside in the school's service area or were enrolled the previous year, with priority given to these groups.

Permits schools to use a lottery system to fill remaining capacity with out-of-service-area students if program enrollment would exceed capacity limits.

Adds "career and technical education program" as a defined term meaning programs that focus on practical application of academic and technical skills and knowledge.

Directs the Department of Education to adopt rules to implement the enrollment provisions for career and technical education programs.
