Establishes the "No Child Left Inside Grant Program" within the Department of Land and Natural Resources to provide outdoor education and recreation grants to public agencies, private organizations, and individuals serving children in Hawaii.

Targets grant programs toward students who qualify for free or reduced-price lunch, are at risk of academic failure, or have high dropout potential, with phased implementation beginning in suburban, rural, and urban areas with greatest needs.

Creates an advisory committee chaired by the Board of Land and Natural Resources Chairperson, including the Superintendent of Education, county park administrators, business representatives, and outdoor education organizations, with at least one member from each county.

Establishes a special fund to receive legislative appropriations, gifts, donations, and grants, with moneys used for awarding grants and administering the program.

Takes effect July 1, 2051 (note: this effective date appears to be a drafting error, as it is decades in the future).
