Establishes the Hawaii after school program for youth within the Department of Education's community engagement branch to provide after school programs to students in grades 6-8 at all public schools and public charter schools.

Creates the Hawaii after school program for youth special fund in the state treasury, funded by legislative appropriations, federal grants, private contributions, nonprofit donations, and student fees.

Allows the department to contract with private entities to provide the program and to seek financial and in-kind contributions from various sources, with in-kind contributions assessed at fair market value.

Prioritizes allocation of funds to career and technical education programs and limits state administrative expenses to no more than 10% of appropriated funds.

Takes effect July 1, 2051.
