Requires the Hawaii State Energy Office, Department of Business, Economic Development and Tourism, and Office of the Governor to develop a strategic plan with quantitatively and qualitatively measurable benchmarks to achieve 100% renewable energy portfolio standard by December 31, 2045 and zero emissions clean economy target by 2045.

Mandates submission of the strategic plan, including proposed strategies, benchmarks, metrics, and any proposed legislation, to the legislature no later than 20 days before the regular session of 2022.

Establishes an advisory group convened by the chief energy officer to provide community input on utility-scale energy projects, study project-related issues, develop community benefit measures, and make recommendations to utilities and regulatory agencies.

Requires advisory group to include representatives from all Hawaiian islands, teachers, farmers, Native Hawaiian cultural practitioners, residents near existing renewable facilities, and local non-profit members.

Appropriates funds for fiscal year 2020-2021 to the Hawaii State Energy Office for developing the strategic plan and establishing the advisory group (specific dollar amounts left blank in bill text); effective July 1, 2050.
