Proposes a constitutional amendment to Article VIII, section 3 of the Hawaii Constitution to authorize the state legislature to establish a surcharge on real property taxes for properties located within one mile of rapid transit stations.

Surcharge revenues would be used exclusively to fund infrastructure improvements needed to support transit stations or accommodate new residential or commercial development resulting from proximity to those stations.

Surcharge must be applied solely to fund improvements in the area of the transit station that makes the property eligible for the surcharge.

Ballot question asks voters whether the exclusive county authority to tax real property should be amended to allow state legislature authority to establish surcharges on properties near rapid transit stations for infrastructure funding.

Amendment takes effect upon compliance with Article XVII, section 3 of the Hawaii Constitution.
