Establishes the Hawaii tree planting program administered by the board of land and natural resources to plant at least one million non-invasive trees per year statewide, with preference for native trees where appropriate.

Creates a partnership between the department of land and natural resources, office of planning, participating counties, and qualified nonprofit organizations to implement the program.

Appoints a program administrator (exempt from civil service and public employee union chapters) to manage the program, seek federal funding, and disburse funds to state agencies, counties, and nonprofits.

Appropriates funds from general revenues for fiscal year 2020-2021 to establish, operate, and manage the Hawaii tree planting program (specific amount not filled in).

Takes effect July 1, 2050.
