Establishes an emergency evacuation chair pilot project within the Department of Accounting and General Services to provide evacuation chairs in multi-story state buildings.

Requires installation of at least one emergency evacuation chair at or near one stairwell on each floor (except ground-level exit floors) of every multi-story state building, with chairs capable of ascending and descending stairs.

Mandates the Department maintain a current list of all installed chairs and perform annual inspections, while the Disability and Communication Access Board provides annual training to building personnel and produces informational materials.

Sets installation timeline requiring 50% of required evacuation chairs installed by June 30, 2022, and 100% installed by June 30, 2024.

Requires the Department to report progress to the Legislature no later than twenty days before the 2022 regular session and appropriates unspecified general revenue funds for fiscal year 2020-2021.
