Appropriates unspecified general revenue funds to the Department of Education for fiscal year 2020-2021 to provide behavior analysis services to public school and public charter school students, performed by individuals licensed under Hawaii Revised Statutes chapter 465D.

Requires the Department of Education to seek necessary approvals from the Centers for Medicare and Medicaid Services to amend the state Medicaid plan to provide reimbursements for applied behavior analysis services to Medicaid-eligible students diagnosed with autism spectrum disorders.

Defines behavior analysis as the design, implementation, and evaluation of instructional and environmental modifications to improve human behavior, including functional assessment and use of reinforcement strategies.

Takes effect on July 1, 2051.
