Appropriates funds to the Department of Business, Economic Development, and Tourism for fiscal year 2020-2021 to provide education and support to Hawaii businesses regarding compliance with federal Food and Drug Administration guidance on colored sea salt products.

Requires private industry businesses to collectively contribute 50 percent of the cost for any research, studies, or analysis needed to obtain FDA approval of color additives used in Hawaii sea salt before state appropriated funds can be released.

Establishes that the appropriation supports the state's sea salt manufacturing industry by addressing FDA requirements for color additives such as Hawaiian charcoal and volcanic clay in sea salt products.

Takes effect on July 1, 2050.
