Amends the definition of "motorcycle" in HRS 286-2 to allow autocycles with steering wheels or handlebars (in addition to the existing steering wheel option) to qualify as motorcycles if certified by manufacturers to comply with Federal Motor Vehicle Safety Standards.

Modifies HRS 286-81(c) to exempt operators and passengers from safety helmet requirements on three-wheeled motorcycles or motor scooters that are electric-powered, have a partial or full body enclosed cab, and are equipped with seat belt assemblies or child restraint systems.

Requires that operators and passengers using the helmet exemption must properly use the available seat belt or child restraint system in accordance with HRS 291-11.5 and 291-11.6.

Takes effect upon approval.
