SB 2106 Summary

• Raises the age requirement for child passenger restraints from under eight years to under ten years of age

• Requires children under two years old to be restrained in rear-facing child safety seats meeting federal standards

• Requires children two to four years old to use rear-facing or forward-facing child safety seats with internal harnesses

• Increases penalty fines for violations: second offense from $100-$200 to $250-$500, and third or subsequent offense from $200-$500 to $500-$800 within a three-year period

• Exempts children seven years or older but under ten years from booster seat requirements if they are over four feet nine inches tall and properly restrained by lap and shoulder seat belt
