Creates a new section in Hawaii Revised Statutes Chapter 806 requiring expedited proceedings in criminal cases involving sexual offenses against minors (part V of chapter 707) or child abuse (part VI of chapter 707).

Requires the court and prosecution to set such cases for priority in the court docket to ensure prompt trials and minimize the time a minor victim must endure involvement in the proceedings.

Mandates that courts consider the potential adverse impact of delay on a minor's well-being when deciding whether to grant continuances in these cases.

Prohibits granting continuances unless doing so would result in a state or federal constitutional violation.

Takes effect upon approval.
