Increases the Commission on Water Resource Management from seven to eight members by adding the chairperson of the Hawaiian Homes Commission or the chairperson's designee as an ex officio, voting member.

Exempts the Hawaiian Homes Commission chairperson from the requirement that appointed members have substantial experience in water resource management.

Establishes representation of the Hawaiian Homes Commission on the water resource management commission to ensure compliance with section 174C-101(a), Hawaii Revised Statutes, regarding adequate water reserves for Hawaiian home lands development.

Addresses the legislature's finding that water code implementation has only reserved water for Hawaiian home lands on Oahu, Molokai, and Keauhou on Hawaii island, but not comprehensively statewide.

Takes effect on July 1, 2020.
