Increases the number of district court judges in the District Court of the Second Circuit from three to four judges.

Amends Hawaii Revised Statutes Section 604-1(b) to add one additional district judge position styled as the "fourth judge" in the second circuit.

Appropriates funds from general revenues for fiscal year 2020-2021 to establish one permanent full-time equivalent (1.0 FTE) district court judge position, with the specific dollar amount left blank in the text.

Directs the judiciary to expend appropriated funds for the establishment of the new judgeship.

Takes effect on July 1, 2050.
