Amends Hawaii Revised Statutes Section 602-58(b) to add a new ground for transferring cases from the Intermediate Court of Appeals to the Supreme Court.

Adds child custody issues as a discretionary transfer ground, allowing the Supreme Court to hear custody appeals under the new subsection (3).

Excludes child custody cases arising under Chapter 587A (the Child Protective Act) from the discretionary transfer provision.

Maintains existing transfer grounds: questions of first impression or novel legal questions, and inconsistent decisions within appellate courts.

Takes effect upon approval.
