Authorizes the State Fire Council to administer and expend funds from the reduced ignition propensity cigarette program special fund to support statewide fire prevention, education, safety, and preparedness programs, with special emphasis on youth, seniors, and persons with disabilities.

Allows the reduced ignition propensity cigarette program special fund to cover costs of employing administrative personnel in addition to the existing one full-time administrator and one full-time assistant positions.

Maintains existing fund uses for reduced ignition propensity cigarette program activities, including adopting administrative rules, receiving manufacturer certifications for cigarette brands, compiling certified brand lists, and conducting laboratory testing.

Appropriates funds from general revenues for fiscal year 2020-2021 for administration of the reduced ignition propensity cigarette program (specific amount left blank in bill text).

Takes effect on July 1, 2050.
