Authorizes county election clerks to establish additional voter service centers beyond the single center previously required per county to serve specific voter needs.

Requires at least one voter service center on each island in counties with multiple islands, except Niihau.

Permits additional voter service centers to operate on varying days and hours to service areas unable to support a ten business day operation schedule, while maintaining a 7:00 p.m. closing time on election day.

Allows voters standing in line at closing time on election day to vote, and permits eligible unregistered voters in line at closing time to apply for registration and vote by provisional ballot if needed.
