Extends the deadline for respondents to request a contested case hearing from 20 days to 30 days after receiving the Campaign Spending Commission's preliminary determination of probable cause.

Deems the right to a contested case hearing waived if a person fails to request a hearing within 30 days of receipt of the preliminary determination.

Allows the Campaign Spending Commission to file its orders in circuit court for confirmation as a judgment with the same force and effect as other circuit court judgments, with no right of appeal.

Maintains the existing remedy of contempt proceedings for non-compliance with Commission orders, while adding the judgment confirmation process as an additional enforcement mechanism.
