Amends Section 11-364 of Hawaii Revised Statutes to address excess contributions from nonresident contributors to candidates and candidate committees.

Requires candidates or candidate committees receiving excess nonresident contributions (as determined by the commission after the final election period report) to return those contributions to nonresident contributors of their choosing within 30 days of receiving notice from the commission.

Provides that any excess nonresident contributions not returned within 30 days shall escheat to the Hawaii election campaign fund.

Maintains existing provision that candidates, candidate committees, or noncandidate committees complying with contribution return requirements prior to administrative action initiation shall not be subject to fines under Section 11-410.
