Increases administrative fines for noncandidate committees making only independent expenditures that received at least one contribution exceeding $10,000 or spent more than $10,000 in an election period from $1,000 to $5,000 per occurrence.

Allows fines to be assessed up to three times the amount of unlawful contributions or expenditures for both individual persons and qualifying noncandidate committees.

Authorizes the Campaign Spending Commission to order that fines assessed against a noncandidate committee be paid from the personal funds of committee officers, in addition to candidate fines being paid from personal funds.

Removes reference to section 281-22 from the scope of violations subject to administrative fines under section 11-410.

Takes effect July 1, 2050.
