Applies electioneering communication reporting requirements only to noncandidate committees, removing individual and other entity requirements.

Redefines "disclosure date" to mean the date an electioneering communication is publicly distributed (rather than the date expenditures exceed $2,000), with separate thresholds for initial and subsequent distributions in the same calendar year.

Expands "electioneering communication" definition to include advertisements sent by any mail rate (removes "bulk rate" restriction) and removes exclusion for organizational expenditures.

Removes requirement to report names, addresses, occupation, and employer of individuals making expenditures, and eliminates separate reporting for organizations versus candidate/noncandidate committees.

Removes provision treating executed contracts as expenditures for purposes of electioneering communication disclosure.
