Directs the Hawaii Climate Change Mitigation and Adaptation Commission to consider and recommend sea level rise policies implemented in other states and nations that may apply to Hawaii.

Requires the commission to work with state and county agencies to integrate sea level rise exposure areas into county planning and permitting processes, with status updates in annual reports.

Mandates the commission submit a proposal for a state supplemental flood insurance program for climate-impacted properties by twenty days before the 2021 legislative session.

Appropriates unspecified general revenue funds for fiscal year 2020-2021 to support the commission's activities and to fund the climate change mitigation and adaptation coordinator position established by Act 32, Session Laws of Hawaii 2017.

Takes effect on July 1, 2050.
