Requires candidate names on Hawaii ballots to be arranged in random order instead of alphabetical order to eliminate the advantage of being listed first on a ballot.

Applies exceptions for candidates listed under section 11-118, existing vendor contracts unable to implement random ballot requirements, and vice presidential and lieutenant governor candidates who must appear below their party's presidential or gubernatorial candidate.

Prohibits the chief election officer from entering into or extending any ballot contracts with vendors unable to implement the random ballot requirement.

Directs the chief election officer to establish procedures for implementation, effective for the election cycle beginning January 1, 2022.

Effective date: January 1, 2021.
