Adds a new section to Chapter 353, Hawaii Revised Statutes establishing a formal application process for executive pardons filed with the Hawaii paroling authority.

Requires pardon applications to include the applicant's name, brief case history, reasons for seeking pardon, and any other information required by the Hawaii paroling authority.

Mandates the Hawaii paroling authority notify the prosecuting attorney of the county where each offense occurred when an application is filed.

Requires prosecuting attorneys to make reasonable efforts to contact crime victims or their immediate family members for each offense subject to a pardon application.

Takes effect on July 1, 2020.
