SB 2192 Summary

• Prohibits council, board, and commission members from voting or serving on permitted interaction groups if they fail to complete mandatory training on native Hawaiian rights, natural resources, public trust doctrine, and water laws within 12 months of appointment.

• Removes board and commission members from their positions at the end of the legislative session following their training deadline if they have not completed the training or obtained Senate reconfirmation.

• Requires the Office of Hawaiian Affairs and Department of Land and Natural Resources to submit an annual report by September 21 of each year listing all members who failed to meet the training requirement, submitted to the governor and legislature at least 20 days before the legislative session.

• Mandates that at least one member of the Board of Land and Natural Resources and at least one member of the State Land Use Commission be appointed from nominees submitted by the Office of Hawaiian Affairs.

• Takes effect on June 18, 2050.
