Amends Section 346-70, Hawaii Revised Statutes, to expand medical assistance eligibility for pregnant women who are ineligible for insurance coverage through employment or med-QUEST.

Pregnant women receiving substance abuse treatment during the sixty days prior to childbirth become eligible for continued substance abuse treatment and mental health services for up to twelve additional months following childbirth.

Any pregnant woman ineligible for medical insurance through her employer or medicaid becomes eligible for medical assistance for a period ending twelve months following childbirth.

Maintains existing eligibility requirements for legal immigrants who entered the United States on or after August 22, 1996, with countable family income not exceeding 185 percent of the federal poverty level.

Takes effect upon approval and does not affect rights, duties, or proceedings that matured or began before the effective date.
