Establishes five new positions within the Department of Agriculture's agricultural resource management division: one irrigation district manager (SR21), three irrigation system worker II positions (BC07), and one office assistant III (SR08)

Transfers operational authority of the East Kauai Irrigation System from the East Kauai Water Users' Cooperative to the Department of Agriculture effective July 1, 2019

Extends the three-year permit deadline for the East Kauai Water Users' Cooperative to obtain a streams diversion works permit by up to two additional years until July 1, 2021, if significant progress is demonstrated

Authorizes general obligation bonds and appropriations for fiscal years 2019-2020 and 2020-2021 to fund staffing salaries, operations, maintenance, and statewide irrigation system capital improvements including planning, design, land acquisition, and equipment

Takes effect on July 1, 2150
