Adds a definition of "severe forms of trafficking in persons" to Hawaii Revised Statutes section 286-2, covering sex trafficking involving force, fraud, or coercion and labor trafficking through forced labor, peonage, debt bondage, or slavery.

Requires the examiner of drivers to permanently disqualify any person from driving a commercial motor vehicle if convicted of using a commercial motor vehicle in the commission of a felony involving severe forms of trafficking in persons.

Renumbers existing subsection (k) regarding medical examiner's certificates to subsection (l) to accommodate the new human trafficking disqualification provision.

Applies only to violations and proceedings occurring after the effective date of the act.

Takes effect upon approval.
