Authorizes the Department of Education to provide monetary or other incentives to recruit and retain public school and early childhood education teachers, subject to availability of existing department funds.

Permissible incentives include housing expenses, relocation expenses, salary differentials, and bonuses.

Authorizes the State Public Charter School Commission to provide similar recruitment and retention incentives for public charter school teachers using existing department funds.

Allows the Department of Education and Public Charter School Commission to adopt administrative rules under chapter 91 to implement these incentive programs.

Takes effect July 1, 2050.
