Adds residency requirement for State Public Charter School Commission nominees, requiring them to be Hawaii residents or willing to relocate to the state to improve availability, communication, and community engagement.

Changes commission member travel expense reimbursement from mandatory ("shall") to discretionary ("may") and specifies reimbursements must be for "necessary and reasonable" expenses related to official commission business.

Applies the new residency requirement only to nominees nominated on or after the effective date of the Act.

Maintains existing minimum qualifications for nominees including commitment to education, integrity and ethical standards, availability for engagement, and knowledge of charter school governance best practices.
