SB 2262 Summary

• Adds "certification" language throughout Hawaii Revised Statutes §302A-802 and §302A-803 to establish that the Hawaii Teacher Standards Board has authority over both teacher licenses and certificates.

• Authorizes the Board to develop a plan for optional certification for teachers at private schools and to issue and renew certificates for private school teachers.

• Grants the Board power to extend expiration dates for licenses, certificates, and permits until June 30 of the following school year when a state of emergency is declared under §127A-14.

• Allows the Department of Education and charter schools to employ unlicensed individuals on an emergency basis for more than three years if authorized by the Board during a state of emergency declaration.

• Requires the Department and charter schools to submit annual reports to the Board documenting emergency hires, shortage areas, out-of-field teaching assignments, and related data.
