Adds a new subpart on athletic equipment to Chapter 302A of Hawaii Revised Statutes focusing on football helmet safety requirements.

Requires each Department of Education school to ensure all non-new football helmets and privately purchased football helmets used in school football programs are reconditioned and recertified at least once every two years.

Defines "recertification" as the process of reconditioning, testing, and properly labeling helmets and athletic equipment to meet original performance standards.

Defines "reconditioning" as inspecting, cleaning, sanitizing, repairing, and restoring helmets and athletic equipment to meet original performance standards.

Takes effect on July 1, 2020.
