Requires the Department of Education's existing FAFSA working group to create a state plan making FAFSA completion or an opt-out waiver a statewide graduation requirement by the 2022-2023 school year.

Expands working group membership to include non-profit sector representatives, high school counselors, and public charter school system representatives for broader perspective.

Working group must consider implementation resources, regional pilot programs, college enrollment support services, privacy protections for undocumented families, and hardship-based opt-out waivers.

Department of Education shall provide administrative support and the working group shall submit findings and recommendations to the legislature and superintendents no later than twenty days before the 2021 regular legislative session.

Working group members serve without compensation but receive reimbursement for necessary expenses; meeting minutes shall be made publicly available on the Department of Education's website.
