S.B. 2308 Summary

• Establishes a statewide coordinator on commercial sexual exploitation of children within the Department of Human Services to develop prevention and victim assistance programs, without regard to civil service requirements.

• Creates a commercial sexual exploitation of children steering committee comprising directors of human services, health, and education; the attorney general; family court judges; prosecuting attorneys; police chiefs; and representatives from children's justice centers and nonprofit service providers to meet quarterly and report findings and recommendations to the legislature by July 1, 2021 (preliminary) and July 1, 2022 (final).

• Requires the statewide coordinator to submit annual reports to the legislature detailing hotline reports, victim numbers with demographics, services provided by state contractors, and prosecutions and convictions related to child sexual exploitation by county.

• Establishes a multidisciplinary team in each county to provide crisis response and support to sexually exploited children, facilitate information sharing among agencies, and meet law enforcement and prosecutorial needs, with confidentiality protections for case materials.

• Appropriates funds and authorizes four new full-time positions (statewide coordinator, social worker V assistant program administrator, social worker IV, and administrative assistant) to implement the program, effective July 1, 2050.
